Brown water is typically caused by rapid pressure changes on municipal water lines. The pressure change causes minerals and sediment contained in the pipes to break free and mix with water. The major component of this brown water is iron oxide (rust) this is why if you have brown water you should avoid washing clothes as it can stain. Despite it being chemically and biologically safe for use, brown water is a failure of the city to maintain adequate service and should be reported.
